Louis is Associate Professor (HDR) in Public Law at the University of Pau and the Adour Region (UPPA, France), where he is a member of the CNRS research unit Transitions énergétiques et environnementales (TREE, UMR 6031).
He directs the European Research Platform on Energy and Climate Law. In 2025, he was awarded the prestigious Industrial Research Chair (Chaire ANR Industrielle) for the project Net Zero Regulation.
His research focuses on the legal and governance dimensions of energy and climate transitions, with expertise on renewable energy communities, hydrogen law, energy justice, and critical resource governance.
He has published extensively and coordinates major interdisciplinary projects under France 2030 and European initiatives.
